結論: 日本語で言えば「ビミョー」や「ヤバい」近い単語。人には使わない方がいいかも。
Why is the screen so dodgy??
今日のミーティング中にスクリーン上に投影された資料がビミョーだったときに、ボスが放った言葉。たしかに dodgy だな、と思った後にふと、dodgy ってどういう意味だったか確認したくなったのでメモがてらの走り書き。
オフィスで一時間に一回は誰かが使っている表現 dodgy について。
まず、ボスはイギリス人なのでイギリスのスラングかなと思い Google 先生に聞いた所、下記の記事がヒットした。

イギリス連邦系の国で使われるスラング（俗語）らしい。別のサイトにはオーストラリアのスラングとしている記事もあったが、オーストラリア人の同僚や部下もよく使う表現なので、その説明も間違ってはいない。
用例①
目的語の補語として使われる。イギリスの高級誌 The Economist でも使われている。

用例②
次の例のように修飾語として使うこともできる。イギリスの大衆紙からの引用。

一部の日本語のブログを除いて、人を主語にした文で dogdy を使う例は見かけなかった。（上述の記事ではガッツリ出ているのは気になるけれど）
仮説として、人に対してあまり使わないほうが良い表現なのだろう、と当座は理解しておくことにする。
